Proposed Amendments to the Land Development Regulations

The St. Albans City Planning Commission will hold a public hearing to consider proposed amendments to the City’s Land Use Development Regulations.

The purpose of the amendments is to protect and enhance the function of the historic downtown area as the primary commercial, financial, retail and governmental center of the community and make other corrections and clarifications as needed. Specifically, the amendments would:

Create a Historic Downtown zoning district. The uses allowed in this district are meant to directly contribute to the financial and cultural success of the historic civic core. Also make any related revisions and clarifications in the remaining Central Business District.

Create a Commercial First Floor overlay district to preserve the commercial use of historic first floor storefronts.

Establish or expand Homeless Shelters, Soup Kitchens and Food Shelves as allowed uses in the Central Business District, Transitional Business District and Service-Industrial District.

Allow legally nonconforming Homeless Shelters to reduce or expand their degree of use on their existing parcel.

These amendments would have an effect on development within the Central Business District, Transitional Business District, Service-Industrial District, and proposed Historic Downtown District.
