Where can I park for free?

There are free on-street parking spaces located throughout Downton St. Albans.  Many of these spots have a time limit which will be displayed on signage near the parking spots.

Where can I pay to park by the hour or day?

Hourly and daily parking is available in the City Parking Garage at 26 Hampton Lane or at the Lake Street (Courthouse) Parking Lot between 26 and 36 Lake Street. 

How do I pay for hourly or daily parking?

You can pay for hourly and daily parking through the ParkMobile app or by phone at 877-727-5010.  The ParkMobile app is available from the App Store, Google Play, or on ParkMobile’s website parkmobile.io/

What are the rates for hourly and daily parking?

 15 Minutes  $0.25
 1 Hour  $1.00
 10 Hours  $8.00
 24 Hours*  $12.00

Each new parking session also requires a $0.40 transaction fee.  If a parking session is extended, the transaction fee is not charged again. 

*24 Hour parking via ParkMobile is only available at the City Parking Garage. 

What if I don’t have a cell phone or the parkmobile app?

Individuals unable to access the ParkMobile app may call 877-727-5010 to pay by phone. Individuals without a cellphone wishing to park by the day or hour in one of the paid lots, may purchase an hourly parking permit in advance at www.tocite.net/stalbansvt/portal by selecting the option for “Hourly Parking”.  Alternatively, individuals may come to City Hall at 100 North Main Street and pay for parking in person for a designated day and timeframe.   Individuals may also contact Kristen Smith at (802) 524-1500 x 253 to pay for parking over the phone. Free on-street parking is still available. 

Where can I purchase a monthly or annual parking permit?

Monthly and annual parking permits for the Parking Garage, Lake Street (Courthouse) Lot, and City Hall Lot will be available online at www.tocite.net/stalbansvt/portal. 

How can I purchase a parking permit?

You can purchase a pass directly through the website. Users have the option to purchase a pass as a guest or to set up an account, which allows for recurring renewal and payment. Step by step instructions can be found at www.stalbansvt.com/parking.              

What if I drive more than one vehicle?

A single permit can be assigned to up to three distinct vehicles. However, only one of those vehicles may park at a time.  Individuals wishing to park more than one vehicle at a time much register for multiple permits; one for each vehicle.

Can businesses purchase parking permits for their employees?

Yes, businesses wishing to purchase permits for their employees should contact the City to establish a fleet account.

How do I pay for my permit?

Users can pay for a parking permit online with a credit or debit card at the time of registration or can select “In Person” in the field asking “How do you want to pay”.   Anyone who selects “In Person” for payment must remit payment to City Hall at 100 North Main Street prior to the permit becoming active. 

Can I set up my parking permit to automatically renew each month/year?

Yes! By creating an account at www.tocite.net/stalbansvt/portal when you register for a permit, you have the option to purchase a recurring permit which will automatically renew.  You can cancel the automatic renewal at any time and a reminder email will be sent in advance of the renewal.

How will parking enforcement be conducted?

Starting November 1, 2024, all parking enforcement in City parking lots will be conducted using license plate numbers. This means there will no longer be physical parking permits or passes.

What should permit holders do to avoid issues?

Permit holders are reminded to ensure their license plate information is accurately registered within the system to avoid any issues.

What if i have a handicap placard?

As long as your handicap placard is displayed and/or you have a handicap license plate, you may park for free in any parking space. 

I'm traveling to st. albans from canada. does this work for me?

Yes. ParkMobile recognizes all Canadian provinces and license plates. 

Will i need to do anything different if I'm in a rental car?

No. You'll just need to register with the license plate of the vehicle you are driving. 

is there a limit to how long my vehicle can be parked inside the garage?

A vehicle may not be left in the same space in the garage for more than 24 hours without prior authorization. No vehicle will be allowed to park in the garage with an expired registration, expired inspection, flat tire(s) or leaking fluids. No abandoned or vehicles in disrepair shall be stored in the garage. 

Where am i allowed to park my motorcyle?

Motorcycles are prohibited from parking in the garage and must park on-street, in the Lake Street Parking Lot or in the City Hall Parking Lot. 

do you have a winter parking ban?

Yes. The winter parking ban is in effect from December 1st through March 15th. No person shall, between the hours of 1 AM and 6 AM, park any vehicle within the limits of any public street of the City, with the exception of Main Street, which hours shall be between Midnight and 8 AM. If it is snowing, our Public Works crew will be out, please use common sense and keep the streets clear so they can do their job.

what are the rules for parking in the lake street or city hall parking lots as a permit holder during a snow event?

 Permit holders must move their vehicles after snow events to allow Public Works to clean up the parking lots. 

how do i appeal a parking ticket?

You may appeal a parking ticket by submitting the form here. You may also visit Dispatch at the Police Department for a paper appeal form. 

how do i pay a parking ticket and/or tow?

You may pay a parking ticket and/or tow online here, in person at the Police Dispatch window or by mailing a check. 

what is the city's towing policy?

Vehicles will be ticketed and towed if located on a City street during the Winter Parking Ban. Individuals with vehicles that have been towed will need to pay the tow bill at the Police Department. Police will then confirm payment has been at which time the vehicle will be released to the owner.
