A New Look for St. Albans

In 2012 the City of St. Albans began an ambitious effort to reconstruct and improve the sidewalks, roadway, utilities, and visitor amenities in our Downtown, starting with a $3 million project on Main Street from Hudson to Stebbins.  In 2015 the improvements were extended to Hoyt Street.  In 2016, the east block of Lake Street was completed (along with the new Hampton Inn hotel).  In 2018, the streetscape look was completed on the south block of Federal Street.  With tremendous effort from City residents, businesses, staff and consultants, the ongoing refurbishment of the Downtown streetscape will help to revolutionize the City's economic core. 

2021-2022:  The Kingman Street Project

Update: ENJOY KINGMAN STREET!
We are pleased to announce that the final line striping was completed on June 2. There are now no more plans to have to close the street. We hope that everyone enjoys our beautiful new streetscape!

Project Background:

Kingman Street was the final streetscape project to wrap the "Downtown Core" formed by Main Street, Lake Street, Federal Street and Kingman Street.

The Kingman Street project improved pedestrian accommodations by expanding sidewalk areas, enhancing crosswalks and improving ADA features. Work performed under this project included new water and sewer mains, full depth pavement reconstruction, new sidewalks, new signs, striping, landscaping and lighting, and drainage improvements.  Click here to view some of the more detailed plans for the project.

The Benefits of this Project Are:

  • Wider sidewalks.
  • A new mid-block crosswalk.
  • Increase the number of at-grade entrances to businesses.
  • Trees, streetlights, banners, bricks, landscaping, to match the rest of the beautiful Downtown streetscape
  • Improvements to water and sewer systems.

Project Schedule, Updated June 3, 2022:

May 10th, 2021

  • Work begins on south side of Kingman Street.  Water main work.
  • On-street parking is blocked off.
June 14th
  • Street is closed to all through-traffic.  SIDEWALKS AND BUSINESSES REMAIN OPEN.
  • Installation of new sewer main begins.

June 21st

  • Continue sewer main work.
  • Begin connecting sewer services to new main.
  • Some sections of sidewalk will be removed and replaced with gravel.

June 30th

  • Begin connecting water services to the new water main.
  • Brief water shut-offs will be scheduled.

July 26th

  • Begin reconstruction of the roadway.

August 19th

  • Begin removing all remaining sidewalks and replacing with gravel.

September 3rd

  • Completion of new water and sewer work.

September 10th

  • Completion of storm drain work.

September 13th

  • First layer of asphalt on roadway.

September 16th

  • Begin installation of new curb.

September 20th

  • Begin final preparations for new sidewalks.

September 27th

  • Begin pouring new sidewalks.

November 1st

  • Begin installation of streetlights.

November 4th

  • Begin paving 2nd layer of asphalt on roadway.

November 5th

  • New sidewalks complete.

November 12th, 2021

  • Begin re-opening the street to traffic and parking.

May 9th-11th, 2022

  • Lower half of Kingman Street closed for sewer repair.

Weeks of May 23rd and 30th, 2022

  • Street closed 2-3 days for final paving and line-striping.
